Döngüsel Ekonomiden Döngüsel Su Sistemlerine: Literatürde Kavramsal Evrim ve Yönetişim Yaklaşımları

Özet

Bu çalışma, döngüsel ekonomi ve döngüsel su ekonomisi kavramlarını tarihsel, kuramsal ve stratejik çerçevede ele almaktadır. Literatürdeki döngüsel ekonomi yaklaşımları, doğrusal üretim-tüketim modellerine alternatif olarak geliştirilen; kaynakların verimli kullanımı, atık üretiminin azaltılması ve kapalı döngü sistemlerin tasarımını esas alan bir yaklaşımdır. Döngüsel su ekonomisi ise bu ilkeleri su yönetimine uyarlayan çok boyutlu bir model olarak öne çıkıyor; suyun fiziksel geri kazanımının ötesinde enerji, besin ve materyal geri kazanımı, altyapı verimliliği, sosyal kapsayıcılık ve iklimsel dirençlilik gibi bileşenleri kapsamaktadır. Scopus veri tabanında gerçekleştirilen bibliyometrik analizler, döngüsel ekonomi literatüründe su temalı çalışmaların sınırlı kaldığını ortaya koymuştur. Bu bağlamda, dayanıklı ve kapsayıcı hizmetler, atık ve kirliliğin azaltılması ile doğal sistemlerin korunmasına odaklanan WICER (Water in Circular Economy and Resilience) modeli ile döngüsel su ekonomisinin uygulanmasına yönelik stratejiler değerlendirilmiştir. Çalışma, yalnızca literatüre katkı sunmakla kalmamakta; aynı zamanda uygulayıcı ve politika yapıcılar için bütüncül, çok ölçekli ve dirençli bir su yönetimi çerçevesi sunmaktadır.
