Van’da Konut ve Konut Çevresine Yönelik Kullanıcı Memnuniyeti: Sürdürülebilir Kentsel Yaşam Açısından Ampirik Bir Değerlendirme

Bu çalışma, 2011 Van depremleri ve 6306 sayılı Kanun sonrasında hızlı bir yeniden yapılanma sürecine giren kentte, konut ve konut çevresine ilişkin kullanıcı memnuniyetini çok ölçekli bir çerçevede incelemektedir. Konut memnuniyeti literatüründe memnuniyet; konut birimi, mahalle ve kentsel yaşam çevresi düzeylerinde birbirleriyle ilişkili olmakla birlikte birbirinden ayrıştırılabilen, tek bir genel soruyla yeterince ölçülemeyen ve bileşenleri temelinde değerlendirilmesi gereken çok boyutlu bir yapı olarak kavramsallaştırılmaktadır. Bu doğrultuda araştırma, memnuniyeti konut biriminin mekânsal ve yapısal özellikleri, konut çevresinin sosyal ve fiziksel bileşenleri ile kentsel hizmetler ve çevresel kalite boyutları üzerinden eş zamanlı olarak değerlendiren karma yöntemli bir saha çalışması olarak tasarlanmıştır. Araştırmanın özgün katkısı, memnuniyet olgusunu yalnızca talep yönüyle değil, konut arzında rol oynayan emlakçı ve müteahhitlerin değerlendirmelerini de kapsayacak biçimde ele almasıdır. Kuramsal açıdan çalışma; konut açığı kuramını, memnuniyet demeti modelini, çok düzeyli değerlendirme yaklaşımlarını ve sonradan değerlendirme literatürünü afet sonrası konut bağlamında bir araya getirmekte; kullanıcı memnuniyetini sürdürülebilir kentsel gelişmenin temel bileşenlerinden biri olarak konumlandırmaktadır. Bulgular, memnuniyetin konut birimi düzeyinde farklılaştığını; mahalle ve kentsel yaşam çevresi düzeylerinde ise daha belirgin ayrışmalar sergilediğini ortaya koymaktadır. Ayrıca bulgular, afet deneyiminin konut edinme önceliklerini yapısal güvenlik ekseninde yeniden şekillendirdiğini ve kamu eliyle üretilen standart toplu konut tipolojisine duyulan kurumsal güveni sınadığını göstermektedir. Bu sonuçlar, afet sonrası konut üretiminde kullanıcı bilgisinin planlama ve konut üretim döngülerine sistematik bir girdi olarak dâhil edilmesi gerektiğine işaret etmektedir.
